So would this be a way to maybe police your wireless signal or just make money from it if you’re the only broadcasting wireless signal in town? I’m kinda confused by this whole thing.

That’s exactly what it is. Have you ever gone into a hotel, coffee shop or airport and needed to register or enter credit card information? This is something similar. This is a quick and easy way to get people online without giving them your security key.
